Benefits, grants, licensing, inspections, correspondence, and regulatory casework share a stubborn pattern: information arrives in many formats, policy changes over time, and the employee making the decision must reconstruct context across several systems. Generative AI can summarize a file. Agentic AI can move the work. The distinction matters.
A public-service case contains people, organizations, claims, evidence, deadlines, authorities, prior actions, and exceptions. Treating it as a folder of text produces fluent summaries but weak decisions. The stronger design represents those objects and relationships explicitly, then lets an agent use them under a defined policy version.
That enables practical actions: classify an intake, identify missing evidence, reconcile conflicting fields, draft correspondence, calculate a due date, route an exception, and prepare a recommended disposition. It also makes each step inspectable.
The agent’s working memory cannot become a shadow record. Source documents need immutable identifiers; extracted facts need provenance; generated language must be distinguished from submitted evidence; and every final action must return to the system of record. Retention, accessibility, language access, privacy, and appeal rights belong in the workflow specification.
Human review should follow consequence, not habit. Low-risk classification can be automated after validation. Adverse or eligibility-affecting actions require explicit review, visible source evidence, and a clear override path. This lets automation expand without making accountability ambiguous.
Models, hosting options, and pricing will change faster than the case system. Agencies should contract for portable data, observable tool calls, documented evaluations, and the ability to replace a model without replacing the workflow. A multi-vendor architecture is valuable only when interfaces and evidence remain consistent.
The durable asset is not the chatbot. It is the governed case model and the evidence-producing workflow around it.
Find the point where employees repeatedly reopen records, re-key information, or chase missing documentation. Instrument that handoff, define the authoritative sources and approval boundary, and measure completion time and rework. The first win should improve service and make the record clearer at the same time.
Before expanding, test representative cases across language, accessibility needs, document quality, edge conditions, and policy exceptions. Compare the agent with experienced staff, record disagreement, and make corrections part of the evaluation set. This turns frontline expertise into durable system behavior while showing leaders exactly where automation is ready and where judgment must remain human.
